Can I Insert Image in Template?

I inserted a new image in my yops_boxed_blue_lt template index file, and reuploaded the file via FTP. I uploaded the image to the images folder, and made sure the SRC link on the image is pointing to the images folder. But when I reload my page, the new image doesn't show up. When I view the page source, it's there - both the SCR link (vote.gif) and the external link (declareyourself.org). Any ideas what's going wrong?
