Is Joomla Worth It?

I am new to Joomla and will be hiring someone to install Joomla and its modules. Wanting your expert opinion.

Is Joomla worth it or are there just too many bugs?

Can joomla be managed by a non-joomla savvy user?

Does anyone know about Virtuemart and just how efficient it is?

Does VirtueMart have Marketing features like AdTracker or Recurring Sales, Custom Form Pop-Up Opt-In Creator, etc...?
